Default clutch question

just wondering at what point does your clutch engage? refering to how far the pedal is off the floor just when the rear wheels start to spin.

I have mine adjusted that it engages about an inch off the floor but the throwout bearing is still spinning with the pedal fully up - although it's not spinning as fast as pressure plate. So I plan to turn the adjustments nuts a little at a time until the bearing stops competely. And hope I can still shift gears cleanly.

Mine is about 2 inches but the t/o bearing isn't fully released at the top. I need to adjust it.
