going to paint the underside of my hood today, should i sand and prime first? or just hit it with krylon rust tough semi-flat?

The factory did not prime them, but you do as you wish. It might help with adhesion.

I treated the underside of my hood just like I treated the rest of the body. Prime with a sandable primer. Sand smooth and then topcoat. Mine has held up well even in the high heat environment under the hood. Good luck.
