Maybe the choke flap not opening all the way causing the fast idle cam to remain on a higher step. Try this: Warm the car up then punch the throttle to completely to the floor for a split second. If its still hung on high idle then take the air cleaner lid off and open the choke flap all the way by hand. You may need to open the throttle a slight bit to get it to set in the open position. Could be gunk build up on the choke linkage causing it to stick. A spray with carb cleaner can help that. Some other reasons for choke flap not opening could be bad choke spring, clogged heat riser or wiring problem if its an electric choke. It could also be mis -adjusted.
