Ya that is somthing I was wondering about as well.
Is there even lights that will fit the C3. I would love to upgrade the headlights.

There are Phillips and Sylvania retro-fit kits. The Sylvanias are 50-state legal, but may or may not fit C3s...the Sylvania kits actually fit more older cars than newers.
We installed a Phillips kit on my father-in-law's Jag 2000 S-type. It is for "offroad use only" but considering that most people don't know Jags don't have Xenon, he's never going to get called on it. S-types, because of the design of the light cluster has dangerously dim regular beams. Horrible flaw that should have been caught (but didn't since the combined Jag/Ford quality control must have been on one of their twenty 15 minute breaks that day.)
The retrofit kits are FANTASTIC. Very bright. Took a few hourse to install on the S-type, because there's nowhere to mount the ballasts without taking stuff apart. Much easier on a C3 or old Chev.
I wouldn't recommend a non-street-legal kit for a C3, because it is VERY easy to tell these are BRIGHT Xenons that might be illegal. You will get pulled over if the car appears to not have them from OEM.

look at the cats website http://www.fet-usa.com/
and you might also have to buy hella lights (the H4 one's i believe)
to replace the factory lights. or any brand of lights that will accept and H4 bulb

Yeah I noticed Hella makes a conversion housing so you can use a h-4, from there you can simply get a HID conversion for the h-4. I am more intrested in doing a 4 by 7 or so recangular HID conversion from Silvania, they have a diamond style housing now too. Looks really good, Then I would adjust the headlights to not pop up all the way, just so the smaller lights are fully exposed. I think that would look really mean. But then again there is those darn State laws that prohibit someone from altering the factory headlights. But I feel they inforce it about as much as a bicycle helmet law, so I might be able to get away with it. If not then I will probabily install a set in the grill for good looks. they are getting cheaper:)

See if you can fine the last three or four editions ofCorvette Fever magazine. One of them has an entire article about Sylvania's kits for headlights. IIRC, they're not terribly difficult to install, make a huge difference in night vision capability, and are legal.
