Default Emissions and Crate Motors

This question may be too generic or just plain dumb but what is the chance of a mild small block crate motor passing smog in CA?

Only if it is retrofitted with all the smog stuff: EGR, AIR, TCS, CAT, and all that alphabet soup.

if my tired '74 L-48 motor with 190,000 miles can pass emissions in LA county, i'm sure you wouldn't have a problem with a new ZZ4 if it was tuned properly for the test.

Only one for your application would be the Goodwrench 350 model LM1 with low compression rated at 249 HP. This motor needs bigger cam better pistons and heads to make power. All other higher HP crate moters with iron heads use the Vortec head. This maybe a good head but no heat crossover for your EGR and possibly a divorced choke. The ZZ4 motors use Aluminum heads again without crossover. Some of these may pass the smog check but I wouldn't make the $4,000 bet.
You might try asking the manager of your local smog station(s). I met one down here that was a chevy fan and very knowlegeable motorhead. :chevy
