Default SBC coolent rear xover

OK, I have an Edel L98 intake base, in the casting is machined a 1/8 npt hole in the rear xover... and I have it plugged....so the hole is about 3/8 diameter...and so why is it there?? I see it as an added thing for superior cooling....ok...why??? where do I put it to??? I would think it should go to the suction side of the water pump....but wouldn't that reduce the flow through the heads???
and why is it so small??? it should be larger, I would think....

any comments about it from the smart group on SBC engines....??
