I was just out dorking with mine because neither would come since i moved my tranny cooler out into the nose and added a pusher fan. So I got to learn everything that i forgot 10 years ago when i had a simular problem.
The first thing which head light is it? Pop your hood open and you can reach underneath and lift up just enough so you can grap the lid and pull it up. If it sounds like compressed air when you lift up. the actuator diaphram is probably good..... I'm still using my originals.

ITS THE DRIVER SIDE LIGHT,I LIFTED AND IT SOUNDS LIKE IT IS COMPRESSING BUT CAN IT BE THAT IT JUST NEEDS TO BE GREASED,THE LIGHTS WERE UP WHEN I GOT HER,AND WHO KNOWS FOR HOW LONG? THANKS FOR YOUR HELP!

You probably need to raise them up and remove the bezzle. Then spray all the springs and arms down with silicone spray lube. Get all the parts working freely. When you manually lift them up. When you fire the engine the vacuum should close them with the headlight switch off.
