Default Low Fuel Light Warning Option in '77

The convenience group option included the low fuel warning light. All panels in '77 have the red lens for it whether the car had that option or not. What turned the light on? Was there something in the tank sending unit? The parts manual doesn't show a different unit for this option. Neither the '77 shop manual nor electrical manual show the schematic for it.
