Default I have no low-beam headlights

Turning on the headlights means turning on the brights...allways. I bought the car a few months back in this condition and previous owner just decided to keep highbeam lights unplugged. Obviously there is some switch between the high and low beams. Is this in the steering column or in the upper left hand section of the dash. A friend whom just sold a 78 and has owned a couple of sharks says i could just install a foot switch for the brights? What is the advice of the forum?

I think you will find that you need a dimmer switch. It should be located on the steering column just above your left foot.

I won't go out an buy and dimmer switch just yet. The dimmer switch on your 77 is attached to the top of the column. Don't have to remove, but do have to drop. Switch has slotted mounts. Switch can be slid up or down the column to adjust the rod coming off the stalk. try adjusting it first... Need further help, let me know.
