The 2 lower with lock nuts and the upper 1 that the backing plate locks in.

gtr1999,
Shop manual for my 1980 shows 95Nm or 70 ft-lbs for the steering arm nuts. My A.I.M. does not show the torque for the bolt that holds the upper backing plate and brake caliper bracket. (I believe this was installed as a complete assembly.) I also couldn't find the torque for that bolt in my shop manual.
I chose to torque that upper bolt to 70 ft-lbs. My reason was that the lower bolt that attaches the brake caliper bracket / steering arm / spindle is torqued to 70 ft-lbs. And the mounting bolts for the brake calipers themselves are also 70 ft-lbs.
In any case, be sure to close the locking tabs from the backing plate to that spindle nut.

Thank you for the response. I found the same ratings for the arms in the 72 GM manual I have in the shop but no mention of the upper bolt either.
