Default Electric Tach on a 76 not working. What to look for?

I just bought a 76 and the electric tach is not working. Always at 0. What are the most common things I should look for?

Take white wire off dist cap....tach output, follow it down to see if there is a 'tach filter' inplace....it's a 1/2 dia 2" long black cylinder with two white wires coming out of the ends, and a silver clamp/clip around it....
mounted to the engine block....

short out the two white wires going in and out of it...see if tach 'works'....
it should indicate, if not, tach is at fault....if it does....the 'filter is bad,'...do a search here in forum for replacement advice....

simple electronic circuit....
