Won't turn over
Went to start the car, the engine just started to turn over then stopped. Tried again and nothing. The starter did not go. The dash lights came on in the run position, but went out when the key went to start. Jumping gave a weak effort at turning the engine over, like a dead battery. The battery seems fine, drew no amps on a charger. Rocking in gear did not help. I am getting ready to crawl under and check connections to the starter. Any suggestions what to look for or check? It's a 1968 4-speed big block. The starter is about a year old. Thanks.

Check the connections to the battery. Scuff up both terminal and battery wire. Then verify ground is secure.
Top post battery? When jumped, did you connect to the battery terminals or to your battery wires?
