As always Ganey is right on the money here. Although I think it is called the blower resistor rather then a relay. Inside you will see 3 sets of arms with a coil between each of the arms. The coil is what adds resistance to the fan the more resistance the slower the motor blows. The high speed setting has no resistance and gets the full 12V to the motor.

Actually it could be either of those, the relay or the resistor pack but Something else it could be is the High Speed Blower Fuse. I think it was used in 73. It is in a tubular fuse-carrier right near the horn relay, on the driverside fender well. Look for a 12 gauge orange wire going to it.
I know that my highspeed died on my car and it was the fuse. The next time it died, it was the relay mounted on the evaporator case (or firewall if non-AC car.
