The horn button just pulls off with enough pressure. The H/L ****/shaft removal requires the LH dash pad to be removed for access to the H/L switch. Once you have access, depress the little spring loaded pin on top of the switch while pulling on the **** to remove it.

The headlight **** can be removed without removing the dash pad depending on the year of the car. At least I was able to remove the **** on my 78 without removal of the dash. All it really is, is a function of if you can reach the headlight switch from below. If you can, then the little spring loaded button can be accessed and the **** removed. At least try it first before removing the dash pad.

If you cant get to it - then the dash pad must be removed.

I don't think you should try pulling the headlight switch out. Awhile ago I applied a little too much pull and ended up pulling it out completely. And then it wouldn't work. Lights would come on, just wouldn't come up. I think I had to pay a mechanic to remove the dash to replace it.
