Default welding question

I have some bad rust areas on my birdcage especially my rocker rails. My corvette mechanic/body guy says he can weld new pieces in where this is no metal. My question is can i paint/por15 on the entire affected areas of the birdcage before the welding and then paint the new metal he welds in or should i wait and paint everything after the welding? Paint after, nothing stands up to welding temps....burns right off and fumes can wipe you/him out....I"d do it with body off the car....

paint after, the welder will have to grind off the paint where he is going to weld anyway and as the other guy mentioned even further away from the affected area where he didn't have to grind it the heat will bubble up or burn the paint anyway.
