Default How long should you have to wait.......

How long should you have to wait between turning your headlights off and back on for them to pop up normally. Mine will pop up immediately and go down fast athe first time after starting the car, but if I try to raise them again immediatly, they are VERY slow to come up. If I don't try to raise them again after turning them off for about 4-5 seconds, up they pop again.

Also, I used to be able to have them come up one time after the car had been turned off and I turn the lights on or use the manual overide switch, but that does not happen now. Feels like I must have a leak somewhere in a reserviour????
