I think he's referring to a true list of the RPO codes that GM started putting on a tag in the 80's. You are referring to the body tag, that has a paint code.

Yes, that "body tag" has a code for when the body was assembled and what it was painted and sometimes it is painted over from the factory, mine has a lot of overspray, but is still readable. The body date is usually a couple of days before final assembly, unless something caused your car to repeat a step in the assembly line, then it could be as much as a week.
My '86 Camaro had the RPO codes on a tag inside the console armrest box. My '95 Beretta has the tag on the fiberboard that covers the spare tire in the trunk. I'm not sure exactly when GM started using the tag.
