Umm... right... my vette has 2 fans?
Well i was tinkering w/ the vette today, managed to pull the Carb off. I noticed.. that i had 2 fans. One that was turned by the engine, the other one, which i never saw before, is mounted to the radiator itself. Now i don't know if that one turns, or why it's even there, but i don't think it's supposed to be there. :D

It could be the original electric fan. It was an option on L82s in 80 and standard on 81s. It supposed to kick in at 230 to help with cooling. lou

I have one on my 81 and yes it is supposed to be there. I think it is for when you use your a/c but I have yet to hear mine come on. Maybe thats due to the True Duals and flomaster mufflers .

On my '79 the electric fan comes on at 220 degrees and kicks back off at 200. If and when it comes on, you'll hear it, sounds like a jet taking off under your hood. Much louder than any fan I've heard before, I'm able to hear mine at 75mph, ttops off, and radio blaring.

Your fan might be rubbing against something David, the electric fan on my 81 is really quiet, I can barely hear mine when I have the hood open and I'm looking at it running.
