What is the diffuser supposed to do? Is it something that only really is effective over a certain MPH?

A diffuser creates a straight path for air to get out from under the car. It increases downforce by increasing the pressure differential between the bottom and the top of the car.

Nice pic's of traveling, especially in PA tunnels in western PA, and snap-shots of Carlisle. It was a sea of cars on Saturday was it not? Was nice meeting and having a discussion with you Jason, and you have a set of wheels, i.e. red Z06.

I bet anyone that was asthmatic needed a few hits of the inhaler and for the rest of the spectators, get your lungs checked for burnt rubber residue.. Unbelievable burnout by that Z-06..

I would hate to be the one who has to clean the rubber of that rear quarter panel, but it looks like it will need a new one anyway..
