Caster isn't considered a "tire wearing" angle until it gets too high. As mentioned above you get camber roll and this can accelerate edge wear on the tires if turning frequently.

Almost all C2/3's need brake work.
And he might not have known of any rust in the kickup...

Yes, the side bearings need preload too. Shim to you get to zero lash and add .002-.004 to each side.

My '72 tank looked like that and very soon afterwards started leaking. Stir the rust up with a stick I bet you end up with fuel in the ground.
