No the heads have not been checked. Neither have there been any issues that would indicate it was one of the unlucky "valve guide issue" vehicles.

If I remember right (it has been 6 years since I lived in Colorado, so I might be wrong), if you can pass the CO emission tests, you should be ok with the NC ones. Just make sure your tint is legal...
