Replaced the hatch pulldown with a new (used) unit and all works as expected. It was the hatch actuator.

I forgot to add... I have the trim off and have access to the actuator. With the hatch fully open, I push the latch with a screwdriver...

C5 Column Lock Bypass... New

Sold the C5 and never did install this. It is absolutely brand new and never installed. Comes with the 12 volt adapter to disable lock before installing.
I bought this from Corvette World...
