There is nothing to fix....ported vacuum nipple has no vacuum at idle....only when throttle blades are cracked open.

You do not need a stiffer cover....there is not that much force applied to keep the cam in....and the cover butts right up against the back of the water pump anyway....you just need the peace sign...
