Then there's not enough pressure for the siphon pump in the passenger tank to send the fuel back to the drivers side. And 40# at WOT is no Bueno.

Whats the CR and cam specs? Those numbers look like a lower compression motor or one with a cam with lots of overlap. The fact that they're consistent across all cylinders is great.
