Ventilated seats have been around a long time. I'm not sure if you can get the reaction you desire.
It's just new to the C7, and long over due. It should have been in the mid year cycle of C6.

I have to guess that the new C7 Z car will indeed have the gas guzzler tax. Being it is close to the old ZR1 with the supercharger on it.
