I had my L78 pad affirmed by CCAS this past October. Price was $1,500.00
It’s a fraction of that if he can’t affirm the pad though, can’t find the paperwork but I think it’s around $50 to $100.

The code shows November 1965 build date for the carb but Corvette production in ’65 ended in July or August I think. Maybe this is a service replacement carb?
No “CS” stamp on it so really not sure.

Some vehicles use an iTPMS system that works using tire diameter and rotation count. It doesn’t read actual tire pressure.
Mismatched tire diameter definitely affects this type of system.
