What is supposed to seal, hold in the rear window on a '75?

Whatever it is, I think I'm about 70% short of the original amount. We're actually getting a little rain these days, so I may want to fix it.

I don't believe removing it is a good idea, because more flow isn't necessarily a good thing. The coolant needs to stay in the rad. for awhile to get cooled. Too much flow, and it doesn't stay...
