Low battery voltage will increase the amp draw causing the solenoid contacts to weld stuck in the closed position. This may or may not be the problem as well as the other possible problems mentioned...

I still think it is the starter drive. I would ask the rebuilder to send a replacement drive. The colder the weather the easier it is for the drive to slip....

Try changing the points condenser. Had the same symptoms on an old motorcycle. It ended up being the condenser which was fairly new. Pretty easy and inexpensive to try.

A bad connection or low voltage at reg plug #3 will cause high voltage. Both regs show high so test voltage at #3 and at battery to compare. Could also be volt meter not accurate.
