Don't know if you can test that module, but one other thought is the switch itself. I have read numerous posts of people having to replace the entire switch assembly as it has a bit of a history...

Try jacking the front end up and have someone hold the brake while you try to turn the wheel in question. That would at least let you know if it is holding at all.

As best I can recall, inaddition to them being very tight, they also have thread lock on them. As stated above, make sure you are going the right direction and let her rip.
