I wonder if there is some kind of a short in the new lights. The LEDs should be pulling much less current. Which is why we need to add the load resistors to draw more current.

You could have gotten two bad sets from the supplier, or possibly you have a problem in your wiring. Possibly a high resistance ground path. Something to look into.
