If I remember correctly GM cars do not have a cut off switch. Only fords have them. The only thing I can think of is a fuse, relay or the pump could be bad.

I loosen the cable from the CC transducer and then pull the cluster forward enough to get my hand back there and disconnect the cable. If you don't have cruise control just unhook it from the tranny....
