Hood Shims on a 63

To get my hood level with the fender surround I have ordered hood shims to go between the hood and the hinges.
Should the shims remain natural finish or should I paint them black?

Why do 1963 wipers delay before working?

The switch is original 2 speed. When it is turned on it takes about 15 seconds before the wipers start to work.
If they are turned off and then turned back on after about 10 seconds they work right...
