Race cars and boats dont generally use a vacuum advance. They're always under load, low vacuum, so they are not needed.

If I remember correctly, the Carter/Edelbrock electric choke also has as vacuum operated mechanism in it. A crack could result in a vacuum leak. replace it, it's cheap and the car will run better....

HEI needs 12 V all the time. Be sure your relay is closing when cranking....

BTW, confirm there is a resistor wire in the harness. Later years used the external resistor I think. And it's not unusual to get a generic parts that work on...
