03 headlights pop up when I turn car on

Not always but most of the time when I first start my car the headlights pop up and lights on, even dashboard lights. I can turn the switch to on then back off and nothing.

They will go back down...

I am trying to adjust the travel of the accelerator pedal. Do I just loosen the 7/16 nut, raise pedal and then tighten? Also, are there any other adjustments to get the carburetor wide open?
