If the vise grip method doesn't work, cut a small notch on the cap that is almost out. Then put a a chisel or flat head screwdriver in the notch. Then use a hammer and tap out the cap.

If its the original air dam, its made of a flexible urathane material. The after market stuff is fiberglass. Either way, you need to have it for proper cooling efficiency.
