Yes, that would be difficult on a Holley carburetor. I think the manual was referring to the Rochester 2 BBL and quadrajet on passenger cars.

Sounds like the hyd lifter is bleeding down and it is now adjusted to the bottomed of it's internal travel. You will have to back it off and start over. New/good lifters won't bleed down like that.
