AC Fan Control only works on 5 setting

'98 w/ manual AC control. Fan does not work on settings 1, 2, 3, or 4 but works on 5.
Electrical problem thats repairable or do I need a new control unit?
Have checked fuse. Don't know how to...

Thanks for the quick replies, but now I confused. If you are changing coolant wouldn't you want to change all of it possible, i.e. have the heater on just as you would to flush...
