Are the wheels on the right side? My 85 had the same wheels and the fins on the wheels were opposite yours. The tires are directional I believe. It looks as though the tires on the drivers side...

Mine was doing that and I replaced the solenoid. Fixed it! In my 08 I removed both right rear taillights and it was easy to change out.

A screwdriver? The screw has a bolt head and is a 7MM. Read my update, I finally got the straps shortened and installed but the top still hits and hits hard!
