1975 Passenger Headlamp won't go down

1975 Passenger Headlamp won't go down. Both headlamps POP UP on the lamp switch, although a little slow. Not bad but, when pushing the switch in, the driver's lamp takes a few seconds to slowly close...

Can this be fixed?

Pretty new to body work. Got a huge compressor and a big box of used air tools. This Snap-on air DA barely moves. Are these fixable or it it now junk?

Its hard to tell. Not the cabin fan, its too loud and why would it start then just stop if the climate controls are untouched.? It would continue. Dunno. I'll try to record it.

But. Thats not the noise mine makes. It takes longer for mine to kick in and its not high pitched like that. Mines a deeper droning and changes tone slightly. I will try to get an audio....
