I run 6.5 in gear at 900rpm and everything works fine lights come up pretty fast. I live at 8500ft above sea level so vac is a bit lower and my cam doesnt help.

Based on a normal shop rate of 60 dollars a hour it seems a bit excessive for 10 hrs to remove and install a motor in these cars sound like hes wanting to recoup his time also my guess would be 5 hrs...
