RPM makes horsepower. That's why NASCAR motors run upwards of 9000 rpm. The thing is that brute force seat of the pants torque for the street or quarter mile is produced with cubic inches, not rpm....

What was interesting is that the shoulder belts on 69's were retractable but the lap belt wasn't. You were supposed to clip it to the retainer on the front of the seat to keep it from laying around...
