Masking tape removal

Use a hair dryer and heat the tape untill the glue becomes soft and then slowly peel the tape off. Use WD40 to remove the glue residue which will dissolve the glue but not damage the paint.

Based on the condition of your frame, ( rust etc.) I am assuming that the body has never been removed since it was built and those shims were installed at the factory when the car was built.

There appears to be enough of the bolt showing to get a pipe wrench on rather than vise grips. You will have considerably more leverage than with vise grips.
