Sounds to me like the choke is not pulling off all the way stuck on the high idle cam spray some carb cleaner on the choke linkages they may be full of crud...as for your tach the wire may have come...

When real stuck I have hammered out gaskets with File folder paper 3 to 4 thick then a bit of permatex sprayed over them yes very crude but still running.

It is bolted on and it sounds like the rubber on your Harmonic Bal. is finished the outside of the Harmonic Bal. is slipping thats why the paint and the dot don't line up.

Are you using your original sending unit or a replacement from aftermarket...if so It could be that the sender is slightly off mine was off 10 degrees from original. Just a thought
