I just went thru the exact same problem 95LT1. It was the opti cap, 2 circuits burned out. I replaced cap and rotor and it runs perfect. I did also test coil and ICM in the process and they were OK....

when I bought my 91 it would not go into acc position. I cleaned and lubricated the lock with WD40. I also used compressed air, a ton of dust came out. It has worked fine since.
