There is a reverse lock out rod in the shifter that wears out. It is about 8 inches long...

I'll include some more detail here regarding the fire issue, since it is a valid concern.
The wire that was spliced did not bypass the fuse, the wire was trashed from the battery about 6-8 inches...

How many volts for TPS at WOT on an '85 L-98?

I did the idle air set, volts .54, and checked volts at WOT. I'm between 4.2 and 4.3. Is this sufficient or am I missing out on some fun?

OK. I've isolated the problem, but am stuck as to a solution.
Started it up, high idle upon start, settles down to 900 after 5 seconds or so, then down to 700-750 (right where I want it).

I thouroughly agree about the 'false' air. I'm going back out to the battle field (aka garage) to check. I also remember hearing a little 'hissing' so I'm going to look for a possible vacuum leak.
