Opinion

First off I think it should be retuned before you purchase. If a new pulley has been put on then it should be retuned so that it is running optimum and not getting too lean or having drivability...

Hook a vacuum gauge to it and report back

I would hook a vacuum gauge to it after you check your power valve. See if its pulling a steady vacuum at idle. If it is let the guys know how much.

If its not and the needle flopping around...
