That car is a mess well beyond it being green which I have nothing against. The trim tag appears to be held on with wood screws. Need I say more?

Just an FYI - The gas cap is a repro. The large spot welds on the handle are the give away. Also on the underside originals are stamped SMC not just S. GLWS.

That is not a production starter. Probably an aftermarket / service replacement. You are right that it is an April 28 date. But again it could be from 1970, 1980, 1990, etc.
