Another Gas Tank Question....

I lowered the gas tank in my 81 to replace the sending unit. There was some kind of material under the cross member and also under the tank straps. I think it was original, but its all falling apart....

If I remove the bolts from the tank straps can I lower the tank and let it sit on top of the mufflers? I am trying to replace the sending unit but cannot get my hands through the opening in the top...

I am trying to replace my front rotors with drilled/slotted rotors. I have the caliper/bracket off and have drilled out the 5 rivets. I still cannot budge the rotor!! Could it be stuck on the center...
