Put some white vinegar + water (50/50 mix) in a spray bottle and try that. The vinegar should remove hard water spots.

After washing the car, I use Stoner's Tarminator. Some folks have had good success with WD-40, which contains a solvent that will remove tar & bugs.

The general rule is if you can feel the scratch with your fingernail, then you're going to first have to fill the scratch with touch-up paint before buffing with 3M or any other polish/glaze.

You might also try Stoner's Tarminator. It comes in a spray can and is carried by most Pep Boys stores. It's made by the same folks who make Invisible Glass.
