I think you need a 168 tooth offset for that application. The one pictured from summit is an inline. You may have gotten a starter for 153 tooth.

I don't suppose this is your problem but a long time ago I had a vacuum leak where a plug was behind the carb and to the drivers side on the intake. Made #7 run very lean.
